Civils contractor working on high voltage (HV) engineering and construction projects across Ireland with a requirement for a Road Opening Licence Coordinator. This is a permanent position and is office-based.

The Road Opening Licence (ROL) Coordinator will be responsible for managing all aspects of Road Opening Licences using the MapRoad Licensing System. This includes liaising with relevant licensing authorities, coordinating Traffic Management Plans (TMPs), monitoring licence validity, managing Site Works Days, closing out licences (T5 submissions), and ensuring full compliance with regulations.

The role also involves applying for utility plans through the ESB Dial Before You Dig system and equivalent platforms for other utility providers.


Key Responsibilities

  • Prepare, submit, and maintain Road Opening Licence applications in line with the Guidelines for Managing Openings in Public Roads and MapRoad procedures.

  • Coordinate and submit Traffic Management Plans and Traffic Light Switch Out applications according to project schedules.

  • Apply for additional stakeholder permits as required.

  • Liaise with clients, authorities, and stakeholders to ensure excellent service delivery.

  • Track and manage refundable deposits with licensing authorities and arrange recovery after guarantee periods.

  • Respond promptly to defects or directions from authorities and ensure resolution by Operations teams.

  • Collaborate with the Accounts team to forecast and log licensing payments; support the Commercial and BID teams with fee estimates for tenders.

  • Lead ROL-related aspects of assigned projects and represent ERA in client and stakeholder progress meetings.

  • Review TMPs to confirm inclusion of authority feedback, bus stop and parking bay suspensions, and any required traffic light switch-outs.

  • Verify and, where necessary, challenge directions or defects issued by authorities.

  • Identify excavation areas and apply for utility plans through relevant asset owner systems.

  • Monitor the validity of utility plans and ensure compliance with client and utility owner requirements.

  • Identify when asset owner inspector attendance (e.g., ESB HV, HP Gas) is required during excavation.

  • Promote compliance with all company procedures and foster strong teamwork.


Skills & Experience

Essential:

  • Experience with the Guidelines for Managing Openings in Public Roads and the MapRoad Licensing System.

  • Excellent communication and organisational abilities.

  • IT literacy, including proficiency in Microsoft Excel.


Desirable:

  • RMO Road Opening & Reinstatement – Advanced certification.

  • CSCS Signing, Lighting & Guarding certification (for TMP assessment).

  • Experience with computerised mapping systems and COINS software.

  • Previous experience in a utility, infrastructure, or construction environment.
