Supporting a major half-term upgrade at Dartford

Supporting a major half-term upgrade at Dartford

The railway through Dartford has now reopened to Southeastern and Thameslink passengers following a significant half-term upgrade, delivered by VolkerRail and partners to improve reliability and performance on this critical section of infrastructure.

Deploy Recruitment Group is proud to have supported VolkerRail throughout the blockade, supplying specialist, compliant rail professionals across multiple disciplines to ensure the worksite was safely established, efficiently managed, and delivered to programme.

Setting the standard from the first possession

At the start and end of every possession, precision and coordination are critical. Our strapping teams were deployed to support the safe set-up and close-down of the worksite, ensuring the site was fully prepared for planned engineering works and reinstated correctly for the return to traffic.

Possession logistics demand experience and attention to detail. By supplying skilled teams who understand the pace and pressure of blockade environments, we helped ensure operations began and concluded safely and efficiently.

Embedded safety and operational control

Safety remains the foundation of every project we support.

Throughout the works, we supplied an ES on day shifts alongside a Points Operator to ensure all routes were correctly set for movements within the worksite. In complex possessions, particularly during high-output upgrades, having experienced Safety Critical personnel embedded within the delivery team ensures operational clarity and reduces risk.

Our COSS professionals were also positioned across the site, undertaking a range of duties including:

  • COSS’ing welding teams
  • Supporting tamping operations
  • Overseeing movements involving specialist plant, including a Kirow crane

The Kirow, widely used across infrastructure projects for heavy lifting in bridge and track environments, requires careful coordination and experienced supervision. Providing competent COSS support in these scenarios is essential to maintaining compliance and ensuring work progresses safely.

Specialist plant and lifting expertise

Blockade works of this scale rely heavily on plant and lifting operations. Deploy supplied Crane Controllers (Types 4, 6 and 7) throughout the blockade, ensuring all lifting activities were managed in accordance with standards and site-specific requirements.

From complex track panel movements to heavy component installation, having qualified, experienced Crane Controllers in place provided our client with confidence that operations were controlled, compliant and delivered without compromise.

Delivering heavy P-Way works

Alongside Safety Critical and plant support, we supplied a dedicated P-Way team consisting of:

  • 1 x Team Leader
  • 1 x COSS
  • 4 x Trackmen

This team carried out heavy permanent way works as part of the wider upgrade programme. In high-pressure blockade environments, productivity and safety must go hand in hand. By providing a cohesive, experienced gang with clear supervision and protection arrangements, we supported efficient delivery while upholding the highest safety standards.

Our ability to supply complete, compliant track labour gangs enables clients to maintain programme certainty without sacrificing quality or oversight.

A collaborative delivery approach

Projects of this scale are never delivered in isolation. They depend on trusted partnerships, clear communication and a shared commitment to outcomes.

At Deploy, we see ourselves as an extension of our clients’ teams. Supporting VolkerRail at Dartford meant more than simply supplying resources — it meant understanding the operational plan, anticipating site requirements, and ensuring the right competencies were in place at the right time.

From possession set-up through to final handback, our focus remained consistent:

  • Provide specialist, compliant Safety Critical personnel
  • Maintain operational control across movements and the plant
  • Support heavy P-Way delivery with experienced supervision
  • Contribute to a safe and successful blockade outcome

Supporting infrastructure that keeps communities moving

The successful reopening of the railway through Dartford marks another important milestone in strengthening the resilience and reliability of the network for passengers and freight.

For Deploy, it reinforces the value of sector expertise, long-term collaboration, and a safety-led approach. Whether supplying Safety Critical professionals, specialist plant controllers, or full P-Way gangs, we plan, supply and deliver the compliant talent that underpins successful rail infrastructure projects.

In rail infrastructure, speed is often seen as a competitive advantage. Projects are under constant pressure to meet delivery timelines, control costs, and respond to evolving demands. But when it comes to safety-critical hiring, particularly within frameworks like RISQS, moving too quickly can introduce far greater risks than delays ever could. The reality is simple: in safety-critical environments, hiring decisions are not just operational; they are regulatory, reputational, and ultimately, safety-defining. The Compliance Complexity Behind Safety-Critical Roles Recruiting for RISQS-verified roles is not a standard hiring process. It requires strict alignment with industry regulations, verified competencies, and auditable compliance records. Candidates must meet not only technical requirements but also demonstrate up-to-date certifications, safety awareness, and proven experience within regulated rail environments. For project managers and procurement teams, this creates a dual challenge: Ensuring roles are filled quickly enough to maintain momentum Guaranteeing every hire meets compliance standards without exception The Hidden Cost of Rushed Hiring When timelines tighten, hiring often becomes reactive. But in safety-critical rail projects, rushed decisions can have cascading consequences: 1. Project Delays An underqualified or incorrectly vetted hire can halt progress. Whether due to failed audits, rework, or removal from site, the disruption often exceeds the time “saved” during hiring. 2. Compliance Failures Regulatory breaches can result in investigations, penalties, or even project shutdowns. In highly regulated environments, documentation gaps or expired certifications are enough to trigger serious consequences. 3. Reputational Damage Rail projects operate within a tightly connected ecosystem. A single compliance failure can impact stakeholder confidence, future tenders, and long-term partnerships. In short, rushing safety-critical hires rarely accelerates delivery; it undermines it. A Strategic Approach to Hiring in Regulated Environments To mitigate these risks, hiring must shift from reactive to strategic. This means: Building talent pipelines aligned with RISQS requirements Conducting rigorous pre-screening and compliance checks Validating certifications, site experience, and safety track records Prioritising long-term fit over short-term availability Preventing a Costly Setback Through Thorough Vetting On a major rail infrastructure project, a contractor required urgent placement of a safety-critical signalling specialist. Initial pressure pushed toward rapid onboarding to avoid programme delays. However, during a detailed vetting process, discrepancies were identified in the candidate’s certification history. While technically capable, their compliance documentation did not meet RISQS standards for the specific scope of work. Rather than proceeding, the hire was paused, and an alternative candidate, fully verified and compliant, was introduced. The result: Avoided potential audit failure Prevented site removal and rework delays Protected the project’s compliance standing What appeared to be a delay in hiring ultimately prevented a far more significant operational setback. Deploy’s Perspective: Precision Over Speed At Deploy Recruitment Group, safety-critical hiring is approached with the level of scrutiny it demands. Every candidate is assessed beyond their CV, through compliance verification, certification checks, and sector-specific evaluation aligned with RISQS standards. This rigorous process ensures that every placement: Meets regulatory requirements from day one Reduces project risk Supports long-term delivery success Because in safety-critical environments, the cost of getting it wrong is simply too high. Final Takeaway In rail infrastructure, hiring is about safeguarding projects. Speed may keep timelines moving, but precision keeps them intact. Organisations that prioritise thorough, compliance-led hiring will not only avoid costly disruptions but position themselves for consistent, reliable project delivery. Partner with Deploy specialists who understand compliance from day one. Work with teams that prioritise precision, protect your projects, and ensure every hire is built for safety-critical success.
